Major shifts in the market – expected consolidation has begun – oil companies are winning
With the new EUROPE charging service study, the market research company USCALE is expanding its analyses of the charging market for electric mobility. For the second time in a row, the Stuttgart-based company collected data on the use of charging infrastructure and electricity services in the UK, France, Italy, Spain and the Netherlands. The results are surprising: The market is in massive motion.

The oil industry is set to become the leading electricity provider for the public charging of electric cars in Europe. With a market share of over 20%, the industry has the largest market share of all providers – averaged over the six countries analysed. The roaming service providers follow almost equally, with just under 20%. In third place with 18% are the pure charging station operators (CPOs). Energy suppliers and car manufacturers, dominated by Tesla, follow in 4th and 5th place (12.5% each).
The changes compared to 2023 are huge. Roaming providers have almost cut their market share in half. The other provider groups are benefiting from this: The oil companies are making significant gains, but the pure charging station operators, car manufacturers (especially Tesla) and utilities are also making gains. Retail charging services were used just as frequently as in the previous year.
The shifts have resulted in some significant consolidation effects. In the German, Italian and Dutch markets, the market share of the three largest providers has grown significantly by between 10 and 19 percentage points. Consolidation is still pending in the UK, French and Spanish markets: The share of the top 3 providers is largely unchanged.
EV drivers actively use several charging services in all markets; the average is three. One provider is clearly not enough for EV drivers to be safe on the road in any of the countries analysed. The most important reason for choosing a provider is the reliability of the service. Interesting: AC and DC charging tariffs are roughly equally important. Regional coverage is more important to EV drivers than national coverage. For the Charging Services Study 2024, USCALE surveyed 3,483 EV drivers in Germany, France, the UK, Italy, Spain and the Netherlands in detail between August and November about their usage habits. For the 2023 study, 3,883 EV drivers were surveyed in the same countries between May and July.
